Department of Defense (DoD)
The DoD commissioned three successive economic impact studies for their SBIR/STTR programs: first for the Air Force, then Navy, and most recently all of DoD. The studies found that the DoD SBIR/STTR has had impact in the hundreds of billions of dollars with a Return on Investment (ROI) of 22:1.

Department of Health and Human Services / National Institutes of Health (NIH)
A 2017 study from the National Cancer Institute SBIR Development Center showed that out of 690 awards, 368 (53%) resulted in sales and many of the newer awards have not yet resulted in sales. Total cumulative sales were $9.1 billion, which equates to average sales of approximately $24.8 million for each of the 368 awards.
-
National Aeronautics and Space Administration (NASA)

-
National Academy of Sciences, Engineering, and Medicine (NASEM)
For several decades, Congress has required SBIR/STTR participating agencies to work with NASEM to develop independent reports covering their SBIR/STTR programs. These reports have typically been focused on one agency at-a-time. The studies generally have included analysis of SBIR/STTR awards; as well as their outcomes.
